What the recruiter said doesn't sound credible. It could just mean they don't want to work with you, but firms generally don't have a permanent block list. Some of it, of course, relates to timing, you can't be applying every few months. If you applied years ago, and now have years of experience, there's no good reason why you'd be blocked for life.
It is not common. While there could be a long-standing reason that would make a candidate ineligible to work at a particular firm, a lack of experience at an earlier stage in a career would not typically be one. Some firms do impose a time-limited restriction. For example, passed over within the last six months, but that isn’t permanent.
If you applied more than 6 mo ago you can reapply. Recruiter may just be lying because they dont have a fee structure set up with that firm.
Or there’s some other flag about the candidate
