Sorry you’re dealing with that. Stating the obvious, I’d do your best to leave. Keep your head down and do what you gotta do until you’ve got another option.
Also wanted to add: we’re in a VHCOL city and also several years out of law school. My peers have literally started making partners at their firms. Meanwhile I get paid less than what a biglaw first year made 10 years ago and get treated like sh1t. End rant.
Is your boss the general counsel or a non-attorney (CFO, etc.)? This is wild for any in house role. Are you at a start up?

If only…🥴 he wants all the benefits of a law firm without paying for one. It’s been an ongoing source of contention and stress for me ever since I started lol. This 100% was not what I signed up for.
I went through something similar albeit less obnoxiously at my last in house role. My boss expected us to track all of our time, but clearly did not understand the business need. Some tracking did make sense (highly regulated industry) but she was new to the org and was just grabbing power and control however she could. I ended up leaving, but before that I just disengaged and kept my head down and made sure I was doing a good job and was liked by my clients. If nothing else it made the days more tolerable under a bad manager.
I almost never advise this, and certainly not without good reason. Record your time … and get out as fast as you possibly can.

This is why non-attorneys are prohibited from managing attorneys. They don’t understand the business of legal departments/firms.
If he’s never had to bill legal time he probabaly doesn’t understand the amount of time non-billable hours that go into providing quality legal advice. That being said it’s not like a company is going to change over to a billing model for IHC. So this exercise is largely just a waste of time. You might just have to participate and record your time like you’re being asked to do but start looking for a new job if this seems unbearable for you. You might also consider having a conversation with him (or with your direct manager) to understand the full expectations for the lawyers.

I spent 20 years In House. New General Counsel wanted us to docket our time. I sent him the quote for PCLaw purchase, highlighting the cost per license (user). Never docketed a minute: he could not justify the cost to benefit ratio to the CEO.
I started sending out job applications my 4th day on the job. Lol. Thanks for validating my experiences. Glad to know this place and not me is the crazy one. I was starting to feel myself getting gaslit.
