This is a tough situation and I’m sorry you’ve got to deal with it.
Supplement your portfolio with personal projects or non-conflicting freelance work in the meantime; it shows you’re keeping sharp on skills and are always thinking of new ideas, even if your job isn’t giving you those opportunities. That worked for me at least. 🤷🏼♀️

I spent over 3 years trying to get out of a similar situation. It will eventually work out. But trust me, I get how awful it feels. What city are you looking in?

Keep trying to get out and freelance whenever you find time. I’m not sure how long you have been job hunting but 2020 was pretty much a wash for lots of agencies; it does seem like 2021 is picking back up.
If you have some portfolio stuff where maybe the finals aren’t necessarily award winning maybe there’s a larger case study around it that you can use to showcase thought processes and skills.
This was me 2 months ago, spinning my wheels for 4 years at my first agency not getting any opportunity. Other agencies will value what you can bring, but don’t be desperate make a smart move.
If you haven’t already make it known at your agency you want more. Talk with your CD and see if you can get better opportunities. Talk with senior teams too and see if you can help them out on what they’re working on. Talk with your resource manager about getting better jobs.
Update your book and be realistic. Compare it to people’s books getting the jobs you want. What’s your book missing? Get your book reviewed. Email CDs on LinkedIn. Ask a good team at your agency to review your book (someone who does the work you wanna do). Get them to tell you what you can do to make it better.
If you’re not getting the work you have to make the work. Fill it with personal projects/spec/freelance on the side.

For me, I'm strongly considering ad school. I'm in the wrong city, with a small network, and have never had an environment with long-term creative mentors.
It's expensive, but offers everything I'm looking for to get my career where I want it to be. The good news? 4 years at the same place has me in a better position to actually go for it.

If you’re in a big market and can afford it, I’d quit and freelance. Try to line up one gig before you get out. It is easier looking for freelance right now, and it sounds like you really need out of there. I was laid off while in that same stagnant place, immediately got into freelancing and it was the best thing for my career. It’s such a good reset. I hope you find something you love soon!
