I’ve never heard of this. I would definitely involve HR and start looking for a new job.
Tell HR what the hiring manager said and send HR and the hiring manager the hiring letter with the salary. Ask them to reply with the reason why this “contract” is now being unilaterally called “invalid” by the hiring manager. I wouldn’t refer to it as a “mistake”because you tacitly agree to the manager’s frame. It’s a valid contract both parties entered into willingly. If the manager is changing the salary what else is s/he trying to change in the contract? The vacation? The hours? The responsibilities? The health insurance coverage? Etc etc. Keep using the word contract.
You need everything in writing. If they refuse to write back or put anything in email, then after every conversation, send them meeting minutes of exactly what was discussed. It helps to build your case.
Confirm only you are being singled out with this “contract change”. That ought to make them worried. Check your employment contract for anything that might help you. Get a copy of the employee handbook too. That is the additional rules they put on themselves so maybe there is a rule in there too to help.
Is there a chance the amount in the payroll system doesn’t match the letter? And that is what they are referring to? Confirm the amount on your paycheck matches the rate on the salary letter. For example if the salary letter gives the annual salary and you get paid weekly then make sure the salary divided by 52 = the pre tax amount on your paycheck. Maybe the person that put it into the payroll system messed up.
HR works for the company, whatever she says they will tell the manager or whomever.
First, if you haven’t started yet, start looking for another job. If you like your job, use it for leverage, if you don’t like your job you have an exit strategy, and until you do, try not to be hostile. Avoid inviting more people into what you do or don’t know at your current job. Never light the ship on fire before you have another one to jump on.
Do not accept that. What ever your state law requires they must abide by the labor laws. Additionally, verbal is not allowed get written documentation and the reasoning for the reduction. Forward your offer letter and their documentation to EEOC in your state to provide you with your rights and the department of human rights.
If it was me I would create a paper trail about the conversation. It’s a huge red flag he won’t put this in writing.

I am writing to confirm our conversation from [Day of week] regarding my compensation. You informed me that you are reducing my annual salary by $16,000, and that the initial agreed-upon amount in my offer letter was a mistake. Could you please clarify the exact effective date of this salary reduction so I can ensure my records are accurate? Thank you
Also if you live In Missouri this is a one party consent. Meaning record these conversations with your phone and bcc your personal email or take a screenshot. If he cut the next pay check with work already completed, call the MO DOL. David Marshall
