Without anonymity, hard pass. Either stroke his ego and make him worse or tell the truth and ruin your job
I would be upfront in a courteous way. Give real examples and scenarios as opposed to just accusations. That sort of honesty and awareness can actually help you A LOT and make you look very good to upper level management. It’s important to mention these things as you see them and from a place of neutrality and not contempt. If you can’t think of examples or how to do it in a courteous way I would refrain from it.
Only speak on events or subjects that directly impact you and your deliverbles/performance. You said they hold up approvals? Is that your perception? No reason to comment on things your not 100% involved in.
How do they support you in your work and goals? Do they do a good job of enabling you to do your job? If holding up approvals falls in this category, then so be it. But be careful not to bite off more than you can chew.
Management wants to know how they can better support you, not how they can better do their job.
