Is there a difference between a normal tax professional vs a tax consultant that works for the big 4? Are they essentially the same position and get paid the same as well?

Does anyone know if this is normal? I joined a vault 100 firm in September last year. The firm put me on tier 7. In January I had the associate review and everything was normal. After a couple of weeks, I got the call from the hiring partner telling my bonus and new salary (because of the firm-wide salary increase). I realized I still get paid as a 7 year associate. The partner said because I joined the firm later in the year, it’s normal not to advance in the next year. Is it? Thanks!
