Sounds to me like the account lead needs to delegate their work, and you were chosen as someone to take some of it on. Ask for a one on one call to get caught up on the project quickly in order to deliver fast results.
More concerned with what this means about the external perceptions of my new report. Is he a dud? / if he is, how do I not be left holding the bag?
What do you mean by report? Someone you represent at review time / for career development?
Find out the story from both your report and the one who pulled you in and then roll up your sleeves. Maybe you inherited a problem, maybe not, but how would knowing either way affect your actions?
Don’t understand, how does their being pushed out (if it’s even happening) affect your billability?
Also I do not see how pushing them off the project equals PIPing without a chance to help them. Sounds like it’s in your remit and ability to get them a new assignment and you can coach them anytime.
Also if they’re not performant on the current project why are you assessing them for side work?
