Is VOO the better option for my scenario?

Bogle heads 3 fund portfolio. For the US stock portion, you can do VOO accompanied by some small/mid cap etf
Assuming the value of your 401K has taken a hit, wouldn’t you be realizing loss when you rollover your 401K.
Thought about doing the same but I am almost 20% down...
P1: I didn’t think you have the option to realize the loss in 401k rollovers. I could be wrong. I’m interested in knowing this as well.
There are a lot of restrictions to prevent people from doing this. Don’t know them off the top of my head, but I would assume in most cases this is not advisable. It’s hard to claim losses for Roth accounts and harder/not possible in traditional accounts.
Also, it would be total losses, not the year to date loss.. it’s pretty hard to have a substantial overall loss in your 401k/IRA, unless your 401k/IRA is in a couple of handpicked stocks
