Have you lived at that property before? If so, you could probably get a mean/average of bills and their cost from the last year and then charge rent accordingly to make sure you're coming out on top.
Whatever you decide on, just make sure you be transparent about it up front. There's no way to have them register for utilities under their name even though it's your property?
When it comes to renting out your apartment, it's probably easier to just charge a flat rate for utilities rather than trying to break down the bill. Ain't nobody got time for that LOL
What is the square footage of the apartment? When I lived in a 800 sq ft apartment I lived by myself and paid $60 for water and $50 for light. So maybe $150 on top of rent just to be sure
Average the last x months. If you're having a couple move in charge them that, if it's a single charge them half the average since that should be what a single person would use. Not an exact science but close enough. On your bill CPS should have a chart that shows your usage in comparison to your "neighbors". That's another data point you can use.
I think there's a formula somewhere that takes the square footage and approximates the percentage for utilities based on that. I Remember using one back in the day when my roommate had a much bigger room
