If you’re changing function, it’s fair that you can’t make a straight lateral (or advanced) move, especially relatively early in your career. Going into a new function at a more junior level to learn your way up, especially if the company is one that you specifically want to work for.
If the level is important for you, look for smaller companies, or simply broaden your search to be less focused on company or industry.
Based on your brief description, the assistant's position looks like a smart move. It gets you on the path you want to follow in your career, it doesn't require a cut in pay, and it would put you in a company you seem to respect and would like to work for. That's a lot of plusses. The only counter to that is staying in your comfort zone, accepting the path your on, and trying to advance in the PR arena. Not a bad plan, either. Good luck. I know you will make the right choice for you.
Not a step back if you’re able to leverage that APMM and then climb to PMM and then Sr PMM in an accelerated fashion bc you aren’t junior in marketing at all.
