ServiceNow HR lowballing for Hyderabad location

37 LPA fixed+5.55L bonus+ 3.11 LPA retirals+ 40k relocation+ $40k RSU vested over 4 yr

Also ServiceNow wants me to join on 2nd Jan 2023 & my LWD is 14th Nov

YOE: 10

While telling the company (with x offer) that i have got offer from another company, do i have to show the whole offer letter to negotiate? I hold an offer of 18LPA from KPMG with joining date of 7th September. (Wfh)
I applied at Workday on 15th May and went through 7 technical rounds of interview and received a verbal offer letter of 21LPA (hybrid)
Now apparently their technical panel "forgot" about the interview and wants to have a discussion again as 8th technical interview. HR says their joining date will be 19th September.
