Is it a fair amount for 8.5 YOE? Should he negotiate further. As this is his first offer , should he keep trying for better salary?

My last working day in TCS is 4th of March, I have rejected the retention offer. My current CTC is 13.31 LPA in TCS YOE: 11.5. Retention offer was 18LPA. Currently I am holding offers with CapeG - 20LPA, TechMahindra - 21.5LPA, HCL - 22.5 LPA.But during my call with HR in TCS regarding retention, the HR when he heard about the companies which I am holding the offers said negative comments about those companies in a deteriorating way. I feel really bad about it 🙁

I recently asked for a raise as looking up medical assistant and years of experience in my area and found that I am not at market value for my position and 12 years of experience. I have not asked for one before or ever had any HR issues, write ups, warnings, etc. HR came back stating no to a increase as I am at 108% already per their market value.
