Career advice?

I'm a relatively junior data engineer (2yoe), the only other engineer (senior) that trained me left about a 6 months ago and I negotiated a nice raise for the extra responsibilities.

My performance reviews have been stellar, but my manager is starting to look to hire a senior to help me deliver projects as we do lack capacity right now.

I feel like I might be missing an opportunity to ask for a promotion and hire a junior instead.

Would this be a bad time to switch positions for the purposes of career progression and higher compensation? My current position seems stable but no room for growth and also a disorganized mess, not a very mature legal department.
