I’d stick with any US bank that your dad likes and then also open an account with TransferWise to make and receive any international payments.
Haven’t found anyone that beats them yet. Fast and very transparent fees.
Any regular account > load money to revolut or transferwise account > send to anywhere in the world for little to 0 fees and no spread

City bank allows free international transfers to other international citi accounts. Not the free wire transfer, but an option to look into.
A1/SA1 Briefly Looked into TransferWise and fees were pretty high...sending 10k to Nigeria would cost ~$100 in fees...

Remitly gives a better rate than Transferwise. Checkout Passbook by Remitly. No fee banking with $2 back on international transfers. $2 might be peanuts but better than nothing. And yes, no fees.
