I am working in Tata Consultancy kolkata from past 3 years, planning to get transfer to TCS Bangalore(hometown). Will there be any issues if I provide fake medical certificate for my parents? Also now they are forcing me to come back to kolkata office, is there any possibly they may let me work from bangalore office even if my project ODC is not there in bangalore?

Hmm something is fishy. HR doesn't request any feedback, it's your job to request feedback. And for every account, if you are there long enough they will include your name to account wide review. Lastly, where was her CC in this process? A lot of it is to do with how well phrase and placed her story was shared by her CC.
Happened to me. I didn't know initially that I needed to communicate that I wanted it. When I got overlooked I spoke up and got it 6 mos later. But I spoke to a few higher ups, incl my partner/mentor and got advice on how to pursue it. They told me who to talk to and suggested actions. It worked!
It makes me really sad to see her this sad :(
HR asking for feedback? That's not how it works.
She's supposed to put in her project managers/MD names for feedback into the tool. It's also up to her to discuss with her CC her story for promotion and how to set herself up for it in the performance calls.
Seems like your roommate didn't know too much about the review process at Accenture, which makes me doubt if she was actually ready for promotion.
Doesn't make sense. She should have put in her previous project experience on the performance achievement site, and discussed with CC. She should not have waited for HR to ask for her exp?
She should have had the discussion with her CC. "I'm up for promotion, how do I go about positioning myself best for it? Do you think I'm ready?"
And she should have had the discussion with her manager. "I worked on XYZ, will you be logging formal feedback on Performance Achievement for me?"
Her thinking she should get promoted and her actually being ready for promotion are different.
It's on you to own and drive your career. There is no HR request to get feedback from previous projects. You are responsible for getting items documented in the tool and connecting your CC to what's going on and your project leads.
Providing feedback is important, but it is your job to request it. Not your manager's, not HR's. I can only echo the advice to talk to her CC about this, mainly focusing on what can be done towards the next cycle.
Not getting promoted is never fun, but she'll get over it in a little while. Many of us have been there. In the light of the number of years you have to work, waiting half a year to a year isn't that big a drama.
She blew it by not taking control of her career / promotion.
