Thoughts on Willis Towers Watson vs. Mercer for compensation consulting?

I read I won’t be penalized if I take out upto 10k from my IRAs for a first time house (except for taxes on the non-Roth accounts). Looked at a house (new build) and MIL said the vinyl windows imply the whole house is probably made with cheap, shoddy materials. She thinks everything has to be wood Marvin windows or bust.
