It means that your target bonus percent will be in between 10 and 15% (probably closer to 10%). In order to reach 100% of your bonus, both you AND the business will need to have performed well for the year. You'll probably end up somewhere between 50-100% of your bonus . No bonus is basically saying "we don't want you, but we can't fire you right now either". Of course, this is all highly dependent on what business you're at, who your bosses are, etc.

The bonus is fixed per level, not negotiable or variable. If you get 15% it means you're an L8/Sr. Mgr. If you get 10% you're an L7/Mgr. You'll see the difference in the salary and RSU's offered between the levels, as well.
