Recently I completed my interviews and am done with the HR discussion and shared the required documents. Then suddenly today the HR called me stating that the board can give only this much amount. But as per my last call with HR we came to the final numbers, but suddenly they are calling and saying that we can give only this much(lesser). What should I do?

I have been giving a few interviews lately and every Company is asking me to confirm if i can get my NP reduced from 90 Days to 45 or 60 Days. I'm still under probation but assigned to a Project already. Should I ask my Account Manager and HR about it or its unethical to do so. Interviewed with Chicago court 2 weeks ago; they decide mid-August. Interviewed with DC judge last week; hear from him by this Friday. Chicago said if I need an answer before August, they'd try to make a decision about me sooner.
Should I ask Chicago for an answer? Or should I wait until there's an offer from DC judge? Maybe seems better to withdraw before an offer is made rather than ask for time to think about it/turn down DC? What's proper etiquette?
