In consulting market access is paid more than HEOR at lower grades in the UK. There is quite a bit of a band across firms in the uk as their is fierce battle for talent (slowed down this year). Consulting pays more in market access at the top than Pharma (hard in Eu to get above Senior Director roles) in PMA although roles with stock do get closer. There are sweet spots in experience where industry pays more but that has closed in the past 3 years (was before at AD now at D - which is a tough entry point).
MSc /Phd plus 6 years experience in PMA is easily >£100k in consulting but for some that might be 8 years. Either way it is usually better paid than HEOR as it is a slower progression. In PMA working at a firm that does global / Eu consulting will pay more than just UK - budgets and company band matter. HEOR boutiques have been hyper successful - teams of functional experts.
The upside of HEOR roles on average is a much better quality of life and surrounded by deep technical experts.
