Uniqlo heat tech clothes are amazing and a lot of the tops look work appropriate / can be layered
Seems like I should have figured this out by now but year after year I feel like I’m either over- or under-prepared with footwear, outerwear, the whole shebang.
Layers. I live in California and travel to a lot of very cold climates all winter long. It is a challenge because most of the indoor locations are really warm - warmer than I like to spend my days with the heater on so I do layers.
There are camisoles you can wear under blouses that have thermal insulation and are still very comfortable. Layer on a blouse, and then a nice sweater or jacket - that can come off or be left open - takes care of helping with indoor temperature ranges. If you run cold there are also great thinsulate tights you can wear under your pants for that boost. Different thicknesses mean different degrees of warm.
A nice thinsulate jacket with a scarf and gloves that is a little oversized (to accommodate the sweater or jacket underneath) takes care of the transition from indoor to outdoor.
For shoes - I never wear heels in the winter - but I have some really cute boots that have a little wedge with good grips/tread on the bottom. Simple black, slimmer dressy boot. I actually have two - one that is an actual outdoor boot that can pass as a dress boot, and another I ordered a half size larger that I can wear with warmer socks.
I wear the jacket, sweater, boots on the plane. With layers, the camisole and leggings, you can streamline the outer layers and add cute scarves to accessorize (and add warmth as an additional hidden layer)

I found a pair of pointed to black short boots with a small heel at Nordstrom's rock a few years ago. They are waterproof! They look professional with slacks or anything else that I wear and the are comfortable and most importantly, waterproof. I recommend looking for something like this. I live in the midwest and these are my go to in the winter when I need to look professional. They work with everything.
I’m originally from Wisconsin and either boots and change into your dress shows in office. Or, if you are in a biz casual environment, boots that are practical and stylish (booties)
