Your first question is too broad. There are a lot of factors influencing what kind of raise I would accept to move to another company, such as PTO, flexibility, equity bonuses, company culture...
As for the percentage negotiated, yes, I negotiated more than 5%, but as with any negotiation, you need leverage
Like within the same company
I wouldn’t make a move for less than 15% unless it was to a job I thought I could grow in. Switching jobs always ends up costing you at least a portion of that year’s bonus, and you’re more likely to get promoted when you know people who can advocate for you so hopping around for a 5% raise knowing that your company might give you a 3% raise and you’ll miss out on a month or several months of bonus is foolish.
In consulting they shouldn’t be moving you between groups without a promotion…unless your title is wrong I would say, no - wait for your promotion year and then go to a new group unless you’re spending a ton of time on the bench. If you’re in corporate, do the lateral. It’s only beneficial for you to know more people and be more diverse

I’m not doing a lateral without at a minimum keeping my current salary - unless I move into software development from HR as an example. But each new job should be an opportunity to make more.
You’d want to highlight your transferable skills, areas where your former education and experience can be transferable and highlight how - although you don’t have previous experience in the function - you’re aware of skills you bring that will set you apart from normal applicants OR it’s part of your goal in building skills to be a manager in that functional area.
But yeah, no… at this point in my career I’ve already been through the “good way to gain experience” roles and grunt work. I’m here for the learning and the money now.
Companies have decided they’re trying to roll back salaries because many people have been laid off, the job market is terrible and AI will “replace us all”. Don’t let yourself be undersold on salary, unless your health, house or personal safety is at risk and you NEED a job.
Even early in my career moving from sales to HR, I got a 15% increase because of how I sold my interests, experience, knowledge and transferable skills; all positioned as assets for HR and the company. It’s all about what you negotiate.
