Got the Offer Letter from Citi upon accepting I also received the Background Verification (BGV) mail.
which says I need to provide the relieving letter/experience letter. But the thing is I have not received it (it will take some time). I only have resignation acceptance letter.
Can we still proceed for bgv process and tell Citi that I will provide the relieving letter later on when i get it.

It’s likely more than they can afford. Can’t hurt to ask but don’t get your hopes up.
Ask for what you want and if it's too low don't take the offer. Depending on their bonus structure you're not looking at that big of a raise if you ask for 140k. However that's a good base for 3 YOE. Are you in the bay area?
Well could be tough to come back with a number 20k higher but worth a shot. I learned to not be afraid of giving a high number to the recruiter up front. A couple times it saved me the trouble of going through the process when they couldn't come close to what I wanted.
