Yeah don't sweat it. I mean your boss leaving sez it all, so start looking asap while you have that wind behind you as an excuse. No one will blink an eye if they are dismantling the teams...and personally in this environment, i think it looks good if someone is taking the initiative to get out of a bad situation, instead of just waiting for fate to figure it.
See if the parent company has openings within any other sister/partner agencies. Then it's a transfer inside the same network so in the future you can explain it as a transfer and not a jump to a totally new job.
Also, OP, doesn't hurt to ask so that you don't just think but know. Plus you never know what might happen if you ask for it but 100% nothing will change if you don't. Good luck.
Have this strange feeling the parent company might be dissolving the agency soon (its small). What do I do? I feel like no one will hire me if I start looking for a new gig because I’ve jumped around so much over the past year.

Start looking without listing this gig on your resume, while still working there so you have an income. If you're laid off again, you at least qualify for unemployment again
I think you should still check about it. If they know what your current place is going to close then they'll most likely wave the usual rules about transfers. Those rules are only to keep you from screwing the first position by leaving early after they've invested time training you, but if the first position gets eliminated then they're not protecting that team that's invested time in you because that team no longer exists.
