I accepted a 95k systems engineer role in VA with KBR and is currently going thru a clearance.(MAY START DATE)
Northrop offers me 92k w/ 3k sign on which is 30 min from home in MD for an associate systems role. They also want to give me a clearance but it will start as an interim so I can work sooner than may. Long post alert; I have been interviewing with a b4 for a senior con role since Mar end. Cleared all the rounds including case study and got strong rating as well as good feedback. Fast forward to last week, the talent POC calls me up and informs that she has asked the business if the position is still open, because now they just need the business approval to roll out the offer. I immediately felt demotivated as to ‘why now’ after all rounds have been cleared (continued in the comment below)

My two year anniversary of starting my career (in general) is coming up in the next 3 weeks.

Can someone explain how billable hours work? At a new agency and although I had to fill timesheets at my previous agencies, they were mainly used to ensure we weren’t over servicing a client/for setting the appropriate retainer for contract renewals. I asked ppl at my agency but haven’t gotten a proper explanation. I get the impression that billing to the agency admin code isn’t recommended, and my manager said he bills everything to client codes, but that doesn’t make sense to me .
