Afaik, yes.
Anyone used to be able to get clear; did that change??
Nope, neither of it is an option for me. That’s why I am mad. Clear was my only hope.
Can anyone explain why clear exists if the requirements for citizenship is the same as tsa precheck
Clear doesn’t replace the security screening, it replaces the identity verification that a license or passport provides. Your identity is verified once when you sign up and every time after that it’s done based on biometrics which removes the human verification done at the podium. The biometrics is faster and I assume more reliable. On top of that DHS clearly already thinks it’s good enough as they use it at border crossings for Global Entry.
My guess is that the cost for DHS to roll it out at every checkpoint is far too high or they don’t expect high enough opt in rates for handing over your biometrics to the government to make it worth their time. So hey, why not let a private company take the risk and deal with the logistics? Just treat them as an identity provider the same way other forms of physical ID are.
I am neither US citizen nor PR, has signed up for CLEAR over an year ago and had no issues so far.
