It depends on the wider context. If the manager has already discussed it with them previously, the situation needs handling carefully. Promotions should be driven by performance, capability, and deliverables, not loyalty alone to avoid perception of favouritism.

I would challenge it respectfully. Loyalty matters, but promoting the wrong person can damage trust with the wider team. I think performance has to carry real weight.
