With 6.8 YOE I have resigned recently on 13.68lpa and 1.25JB offer.
But not getting any calls and if I get any no response from them.
Is there any manual tester with 7-8 yoe switched recently please help me with this?

You need to pay him. If it takes 20 days vs 10 because of slow feedback and he has lots of down time, well that’s the cost of business. Otherwise, he would have taken another gig. Remember freelancers pay for all of their benefits: exorbitant prices for health insurance, social security tax, no pre-tax benefits, etc. and get no vacation, holidays, or sick days and have zero job security. It’s tough even for successful freelancers. And if you don’t pay, word will get out and you’ll never be able to hire a good freelancer again. It’s a small community and freelancers talk.

You’re not paying him to do nothing. You’re paying to reserve his time. Time which he could be devoting to someone else.

In the freelance world, many charge for down days that they are on hold because it meant giving up other potential work / things they could be doing with their time instead of waiting for feedback. If he said he has other gigs in parallel, it’s possible he’s not planning on charging you for that. I’d wait and see what he invoices, and be understanding either way.
Is he going to do more than 10 days of work? If so, you definitely need to pay him extra. If it’s still only 10 days of work, but the timeline has slowed down, I would still add a “bonus” to the final payment as a gesture of goodwill.

Pay him and use the resulting budget overage as an object lesson to the client on giving feedback in a reasonable timeframe.
I usually only charge for days worked/on-call (i.e. if it's a 2-month contract but the work wraps up in 1.5, I'll only bill for the 1.5).
If I manage to fill my downtime with other jobs, but I'm still on call for this main gig, I'll still charge for that day. This is the double-edged sword of contracts—by booking me, you have 1st priority for my time, but you also have to pay me for it whether you make use of it or not.
Ultimately, this may be something you can discuss with him depending on what your relationship is like, but if it were me I'd expect to be paid for the 10 days plus any extras since the downtime isn't a holdup on my end.
