It’s not about the “free phone,” it’s about control, boundaries, and convenience.
People don’t want to juggle two devices, two chargers, two sets of notifications, two pockets. And more importantly, they don’t want their employer having any level of access—real or perceived—to their personal life. Even if the company swears they won’t monitor anything, the possibility is enough for people to opt out.
If someone is reachable, responsive, and performing, the tool they use to answer a call shouldn’t matter. The expectation that everyone must carry a second phone feels outdated and tone‑deaf to how people actually live and work now.
People know that you can be tracked through your company phone and it doesn’t take a court order. But if you are using your personal phone for work, IT can also access your phone in case of litigation since you are using it for work.
Legal Discovery: If a lawsuit occurs, you may be required to produce work-related messages or data, and a court might order you to submit the phone for imaging.
Company Policies: If you signed a "Bring Your Own Device" (BYOD) policy as part of your employment, you likely consented to having the company access or even remotely wipe work-related data on your device.
Because I don't want to carry around two cell phones. As a woman especially, I don't have the pockets for two phones.
I would probably refuse too. I like keeping work and personal separate, but I also do not want another device to carry around. I think people see it differently.
