No sales targets for managers/senior managers for one of the big 4 firms. Utilization targets vary from 78 to 83 depending on how senior of a manager you are

Guessing it’s PwC since they bifurcated the Director role into SM and Director. I think SM is like M4/SM1-2 and D is like SM3+.

At various firms I've worked at over the years, that seems to be in the ballpark for typical M expectations.
I've seen some that have higher sales targets (a while back while still in consulting I got a M3 offer with a $2M target), and some have managed revenue targets, but all have had around a 70% util target, +/-.
Some firms don't have sales targets at the manager level, others don't have MR, and so on.

Not sure what firm you work for, but there is a difference between sales expectations and contribution to sales process as a team member . SM + or equivalent have sales expectations as a metric . Everyone else is expected to contribute to the process as a part of the team. If all Ms had 1M sales expectations, we would be getting a lot of bonus and raises every year.

I’m pretty sure if I work on the solution and create a sales proposal and look to help get it staffed that qualifies toward my goal. I don’t need to find the client however that would also count if I were to be at a client and see a need somewhere else.
