One of my favorite answers is: "This is less about my current job and more about this role with your company being a perfect fit. It's an opportunity I can't pass up because x, y, z."
Career advancement: This (target company) is highly respected and it I feel we are a great fit for each other, and I feel strongly I would be a great asset to your team. (Always speak in the other man's interest) but you are not "running away" from anything, you are *Advancing to* something bigger and better. And certainly Do NOT say things are bad at your current company or your boss is an ass or that things have degraded since the layoffs... always a positive step forward!
"I'm not looking to leave my current job, I'm looking to take the next step in my career, and see the X role at Y company as the best fit for my current professional interests and longterm career goals."

Or you could be honest and say: "my boss is a real MFer and I'm hoping to avoid one of my Dexter episodes where I have to chop him up into tiny bits out of justice for that time he took my red stapler. My therapist says I need to stop doing that, but anyways I'd love to work for you guys..." 😂
