You can learn it in any of the scenarios you listed, but becoming an expert requires large scale enterprise experience with a large partner (e.g. deloitte) or with a large project at salesforce pro services.
Aspects such as multi-workstream deployment management, enterprise architecture, product integration - experience with these is what differentiates experts.
Consulting firms. You need to learn from the best
I'm actually going to throw out a wildcard here and say to look for a Salesforce managed services provider. Generally not quite as hyper focused on timelines and deadlines as consulting projects so you get to dig a little deeper in learning about what you're doing. You still get breadth in working across multiple different orgs like consulting/projects, and you also get to/have to deal with the fallout of previous projects that were rushed so you get a better understanding of the importance of good design and execution *the first time*. You won't likely get the Enterprise exposure you would at a big firm, but that should be more important when you're learning architect level skills, as opposed to "learning the platform" first.
A larger firm would probably be better for this, sure to training resources being more robust
Started out 3 years ago at a large Salesforce consulting firm. Any SF Partner company is going to tell you to get at least 1 cert in your first few months because of how the ecosystem is set up. You're going to pick up all the technical stuff along the way but the real learning is from being around experienced consultants and architects. Getting exposure to some of the folks in my first 6 months set me up for success getting into a cloud specialization last year then leveraging that into a promotion at a new firm this year. You'll always have time for certs and technical learning but at the start you want to meet people who can teach you best practices, solution design, project/client management, etc.
Take a look at the free resources out there created by people from the community: many of them are consultants already. Just google learn Salesforce

BCG, you work for a company who doesn't exactly have a reputation for Salesforce implementations, and you're responding to someone who - hazarding a guess - is either one of the most respected people in the community when it comes to technical blogging and Wit enablement, or worst case, is a skilled person who is a part of the organization that person started. Just thought you should know.
