Anytime you can prioritize the client's need and shorten your delivery time is a good thing, esp. if it only takes 30 min. Just practice good communication all around
If the client's urgent request can be completed within half an hour and the designer is available and willing to do it, it may be best to have the designer complete the task to ensure a quick turnaround time. Waiting for the Creative Resource Manager to assign the task may cause unnecessary delays.
It sounds doable and the client will appreciate the quick turnaround. If this is a regular occurrence (for urgent requests), I'd ask your Sr. Management /Operations team if you should be charging rush rates.
