What matters just as much as work ethic (or even more) is your visibility. So making sure people notice your contributions, being active in cross-team projects, showing leadership with peers, and yes, building strong relationships with your manager and other key decision-makers.
In your situation, a word to keep in mind is visibility. If you want to be considered for a promotion, you have to make sure people know who you are and what you do. And they need to know you do a good job of it. Sometimes managers tend to pigeonhole people, and they can only envision them doing the job they're currently doing. It's important to try to break out of that and establish the idea that you're capable of better things.

I’d say it’s a mix. Solid work ethic gets you noticed, but being visible, like collaborating with other teams and building a good relationship with your manager..really helps make sure your name actually comes up when promotions are discussed. Basically, do great work and make sure people know it.
