What’s an appropriate email to send to a candidate you don’t want to interview and who responded to a job posting?

Does anyone have any tips on how to reach out to a recruiter? Is it weird to just email someone I found online with my resume?

Been through all interviews, recruiter said it's looking good but they would let me know early this week and asked if that works from a timing perspective since they know I was interviewing with someone else also. I said yeah that's fine. Would it be weird to follow up today or should I wait to hear from them? Want this one over the other but don't want to seem desperate..

Please suggest any good sources to prepare for data engineer interviews in GCP, Python, SQL, Pyspark. I have worked only in a few tools in GCP and done basic coding in pyspark and above average in SQL, but need to be prepared to handle all questions to grab some offer. Was interviewing with a firm and soon after receiving an offer, learned of bad culture/toxic partners in the practice group from a couple of associates who recently lateraled from the firm. I turned the offer down. A partner that I clicked with while interviewing reached out asking me why I turned down the offer. Should I be honest and relay what I heard?

I received a verbal offer for a VP position at CCB line of business at JPMC in NYC two weeks ago. The recruiter asked for salary expectations but there was no number set. It’s been two weeks since and complete radio silence. I sent an email to a hiring manager a week ago but received no reply. It’s August so people could be on vacation but this is really strange.
