I’m working on a government project. Can I name the org. on my resume?

I would caution against it. Just be general. All of my work is confidential so I just describe the company.
I think even for non-confidential clients you can't disclose certain items. Just so you don't have to remember what you can and can't disclose just don't name the client which gives you a lot more wiggle room.
Think about the overarching skill / project you want to highlight for a bullet and lead with that as the summary, then explain. Ex:
- Growth Strategy: identified and recommended growth opportunities for leading technology company in 43 countries.
A few others to get you going could be: project management, program management, process improvement, process/ gap analysis, data and visualization, innovation, strategic planning, business strategy, analytics and assessment, operating model design, cost reduction, etc. framing from this perspective helped me better communicate why I was adding the line item and also helped me see my skills more holistically rather than just summaries of my projects.
This could help to a certain degree with the different roles on projects. If you were promoted you’ve usually been working in the role to some degree so just add the exp where you feel you’ve performed at a higher level to the promoted role and the exp on par with expectations to the original role. No one will press to hard into specific dates
Been wondering this too. It’s a bit difficult because I have my Senior Consultant title, then specific roles on various projects I’ve worked on. Oh and a promotion in the midst of that.

Second this.
In drafting the bullet points, focus on your accomplishments - not just your responsibilities.
