When I see this grouping at a brand new agency,, the strategist was often an account person until the moment the new shop opened, and they could change their own title.
No one on this thread has mentioned relationship management/client relations OR new business development. I think those are imperative roles in order to retain existing biz and identify new. 🤷♂️
Thank you. Unless your creative lead has a ton of client contacts with available budgets and the power to hire a new agency, you're not going to survive without BizDev making connections and getting your name out there.

You could do one, but you might need different emails so that you can play account, creative and most importantly, finance.
Depends who your clients are. I know freelancers who will come up with a concept, write and shoot it.

The line between freelance team and “agency”
is blurry. I’m biased, obviously, but I think strategy in the mix helps a lot for new business.
You need some paying clients ready to give you a look & throw you some bones first. Don’t worry about staff. That’s hard but the least of your issues when trying to stand up a business. The clients you need lined up are the kind who are down with YOU and any of your partners engaged in potentially managing their business.
For partners / founders you need at least creative and business minds. If you are a rare talent that can do both, covered one person show. If not, since you are a creative with I’m sure an impressive book/resume, I’d look for someone that covers the business side of the sector of advertising you are looking to get into and do well in. Strategy or Client lead type person. Syncing specializations across the founders to create a unique offering matters.
You have to give prospective clients a differentiated reason to consider you vs. more established options. Break a leg!

Three. Business person, creative, strategy person. Business person should be able to do the finance stuff in the interim. Outsource any heavy finance and legal stuff. Strat could be done by the creative so in that case a HR/talent lead.
