Manager tells me but doesn’t specify the feedback but tells me to ask the person I work with. During a meeting with said person I bring up the feedback and she dodges answering. What should I reasonably expect from a junior?

I manage a junior developer that's been with the company for about 18 months. I end up providing them of TON of support. I need to give them extremely detailed instructions or they fail. For bugs, I need to point them to a specific function that's causing the bug. For new features, I'm basically writing their method signatures and defining their test cases.

I've tried asking them to do more on their own, but when I do, they fail spectacularly.

I had interviewed for Cognizant and I was asked to submit my documents for offer letter release. This happened on the same day as my interview(Friday 6th May). I submitted my documents and I am trying to contact the HR who scheduled my interview, but she is not picking up my call. My question is how soon can I expect the offer letter to be released? And is there a possibility that they can reject my profile at this stage?
