I think you’re totally fine. Great time to do it while there are fewer tourists and lower prices. I’m in Spain at the moment. Actually, on further reflection, I’m not sure you’d be allowed back into the US from the EU if you’re not a US citizen unless the US relaxes travel restrictions. So, I’d go if the US does (which is possible before then), but not if they don’t (unless you have time to spend 14 days in a non-EU country before returning to the US).

I’ve been in the south of Spain so it may be a little different. Here restaurants close by midnight and bars by 2 am, and people are pretty serious about wearing masks, though you can get away without wearing one on streets (but not in palace gardens, for example). Other than that, it’s not a big deal.

August 3 seems incredibly unlikely for the travel ban to be lifted because the land borders with Canada and Mexico remain closed through mid August. I’m worried about my holiday in October..

L1 is not a permanent resident. The definition of perm resident is someone with a green card. L1 and H1 are currently both included in the travel ban, so we can enter Europe but we can’t come back to the US without spending 14 days in a third, unbanned country. Sorry to give you this news.

And to clarify, a “non-citizen national” is someone born in a US territory, like Guam or American Samoa, who doesn’t have US citizenship, so that definitely doesn’t apply to you either

Have you considered going to Turkey instead? Both Istanbul and Cappadocia are super cool and interesting (highly recommend the Hilton Curio collection Hagia Sofia Mansions in Istanbul and the Exedra in Cappadocia), and Turkey is not subject to the travel ban. If you’ve been vaccinated, there’s no PCR test requirement to enter Turkey.
They’re going to start requiring vaccination proof for indoor dining and other large gathering events starting August 6th. You should be fine
