I have the location constraint, should I wait for the right opportunity or raise this concern to ADP team so they can look in to it?
As per ADP policy, one should not have any constraints and take the project as FCFS basis.

Do you want to work In-house or agency in the long run? It’s much harder to make the switch later in your career so if that’s on your plan and you won’t lose money, why not? However if you’re only taking it to avoid a layoff and would rather be agency you may find the switch back harder.
Agree with VP1... but On the flip side, also feel like 2020 is a weird year and if you found that in the future, in house wasn’t working for you, it’s an easy explanation about job security during a pandemic.
This makes me question whether you were paid fairly to begin with
Meh I feel like I could be making a little more but my salary is pretty standard for an agency. The in-house position is with a massive global company that has been turning a huge profit in 2020, so all their positions are VERY well paid.
See if you can negotiate the title based on your exp. Or else get in, prove yourself and you will move up quick. Find a sponsor (maybe your friend?) who can sing your praises and help you navigate the culture to rise up faster.
