Depends the agency. CBP and ICE and DHS S&T, and DOJ immigration are going to be swimming in money. Others like other DHS components and commerce and energy will probably have a hiring freeze but not major budget cuts, and pumped up budgets in areas like AI, nuclear and export controls. Some like HHS (FDA, Medicare, NIH, etc) and DOT (faa, highways, etc) and FTC will probably have cuts in regulatory areas, but are going to attract monumental levels of lobbying to keep status quo funding in grants, so ymmv. I wouldn't touch Ed, FBI, CIA, EPA, or anything at all connected to DEI til 2026.
Regulatory cuts in FAA? That won’t look good considering how much news focuses on flight safety

Three letter traditionally means intelligence community.
Private sector has layoffs all the time. When the economy is unpredictable or difficult, they'll cut you regardless of your years of service. IMO the outlook is similar either way it just depends on the benefits and pay
