Companies will do that just because of tax laws and regulations. If they have one person working in a state where they don't have any other presence it can open a whole can of worms for the accounting people. There could be other issues, wanting people to show up for meetings now and then, for instance. Generally speaking, it's almost always about tax laws.
I agree that’s very likely but as someone who works for a company that has an office in each state I wonder what the reasoning is
I interviewed for a role thought it was in office and found out it was remote but they wanted someone in my city. Now they’ve built an office and want me to go in regularly.
I had the opposite happen, they just wanted someone in market to be able to network.
