Yeah, that sounds like some creative quibbling to save money. I suppose you could have asked for some pointers on your executive presence, just to make sure that next time around it's absolutely stellar. But who knows, next time around there may be some other (made up) deficiency that emerges.

Whenever someone give me feedback I feel is subjective ask for examples on how to improve. I lakes these are tangible things that can be measured/witnessed. And then as I achieve I ask for feedback on that item from that individual so that you’re building that history of overcoming that criticism

"Executive presence" is the performance review equivalent of "culture fit" — vague enough to mean anything, hard enough to disprove that it sticks. And it conveniently costs your manager a bonus tier.
First, document everything. Put your KPI results in writing and formally request specific, measurable examples of the executive presence gaps. Vague feedback that can't be defined can't be fixed — and most managers won't double down when forced to get concrete.
Second, understand what's actually happening. Budget constraints often get laundered through subjective criteria. If everyone on your team got "Meets" this cycle, you have your answer.
Third, use this at your next offer negotiation externally. 20% above MQL target is a number you own — no one can take that off your resume.
Fight the review on paper. Leave with your leverage intact.
What's your relationship with your manager's manager — is there an escalation path?
