Skype first and if they want you they will pay. It’s bush league for you to pay a dime.
Only time you should ever fly yourself is if you’re entry level and interviewing in a big city like nyc.
OP, when I was entry level living and working in a smallish southern town, I flew myself to Boston. The agency offered me the job after only interviewing on Skype, but I said I wanted to be flown in to see the city. HR said they didn’t fly out my level, so I did it myself. Everyone said they loved my hootspa for doing that. I think if you’re entry level, it’s ok to fly yourself if you think the job and move are totally worth it. On the flipside, I just had interviews last week in NYC and Chi, and both HRs flew me out and stated they were paying for it after we decided on dates/times. It definitely doesn’t hurt to ask how the travel will work out since HR hasn’t specified!
OP, someone above touched on that, but it sounds like they just asked if you'd go in the first place. It doesn't sound like they've refused to pay for your travel. That usually comes next after you confirm your interest and availability that they can match up with the availability of the hiring team who will interview you once there. My reco is to reply that you'd be thrilled to visit, offer when you're available, say you hope that works on their end and if it does, ask how will travel and lodging be arranged? Then you'll know based on their response. Good luck with the interview!
Should I suggest a Skype interview first? Or how do I ask about flying me out? Is that still normal? Most job posts these days say no relocation (this one didn’t). Also, my resume and portfolio clearly state I live in a different city

Flying on your own dime is a bad look unless you’re like unemployed and even then it’s not the best look.
Thanks for the help everyone. I’m ~5 years exp, but this scenario hasn’t come up for me before. I won’t pay to fly myself out but just wanted wow perspectives on how to approach it
You should definitely inquire how travel plans and payment will be handled. You may be required to go out of pocket and submit the expenses for reimbursement. That’s totally normal.
If they really want you they will pay for your flight, also it is a good way to know that they are really interested in bringing you in, that makes it more comfortable for you to negotiate your salary
Even if entry level, you shouldn't be expected to pay for your own flight to interview.
