I’m so sorry, that sounds so so terrible. But it means there’s something better for you and it sounds like you dodged a hot mess of a company. Also f*** that recruiter.
Congrats! You figured out they’re extremely disorganized *before* starting a new job. It’s worse to find that out during your first few months.
Ugh been there. Same thing, I loved the team, the team loved me; I was promised “good news coming my way,” and then was ghosted for over a week until the recruiter told me that the position no longer existed and they were restructuring. I’m glad now because I wouldn’t have found the job that I like 6 months later, but that was sure a major strike at the time.
Looking at the Interviews section on Glassdoor, seems like it’s a regular thing for them. My interview review didn’t go through for some reason back then, but wow. Interesting hiring policies.
It sounds like chaos there. You probably dodged a bullet.

That sounds like some internal drama happened. Not saying that recruiter isn't crap (she absolutely is and probably knows it) but that sounds like a cover story. An "exploratory offer" isn't a thing.

Better to find out now than after being hired. A friend of mine started a gig a few months ago and was laid off in the first few weeks due to business being lost and restructuring.

Wait woah very similar thing happened to me recently. Interviewed with a few teams, got an email from someone else from the recruiting team saying that I would be getting an offer and for my avails for a call to talk about the offer. Then the day came, and my call got pushed back to the following week, then got pushed back a couple days again. When I got on the call with her, she said there was an organizational structure and they couldn’t offer me a role yet, and they need to look for another team for me. Today I got the call saying they found a team for me and we talked through salary and everything but still didn’t get the final paperwork, and also haven’t met anyone from the new team yet.

I understand it’s unpleasant but she didn’t do anything wrong. You can change your mind about an agency, they can do that too.
She literally told me the money what they could offer me made me meet with 9 people… and then realized the position doesn’t exist? That is so unprofessional and void of any ducking intelligence.
