Why do you think they will cut budget and reallocate to consulting ? That defeats the whole point of cost cutting. They cut discretionary funding and stuff doesn’t the company can live without. Consulting is usually discretionary funding. If you remember , it all started with apple and meta cutting contractors.
In short , consulting will also lay off people when actual recession strikes.
Yeah sure. I can’t comment without knowing what those skills are. But I wouldn’t assume that. Economy was Ok in 2007-08. Late 2008 is when the domino started falling. 2009 -10 is when it hit the fan.
Covid is not a good benchmark at all. Consulting firms posted record profits during 20-21 timeframe.
I hope it’s not the case (and it’s not), but we are kinda in late 2008. Nobody knows where it will lead to.
Potentially, but also budgets are tight so putting those towards new contracts are going to be challenging, at least in the short term.

There is always opportunity. Problem is, the projects will be much smaller and so it doesn't really help anyone above the manager level. You can't make your # as a Sr. Manager and above slinging $200k projects all day long.
Client perception of your firm will also be very important. Haven't seen a lot of good work coming out of some of the big firms in my market.
