Hello I got a confirmation from HR at Shell that I have been selected for a role and there will be background checks before joining the company. He said the mail will come from a 3rd party vendor for the background verification. It has been 1 week and there has been no mails till now. Is it normal? Should I follow up with the HR again?

Why don't you just say what you wrote? It's straightforward and shows you care.
Have you had a career goals and development plan conversations with them about what they want and what you envision??
Do you not write their performance review? If not, you're not their boss but it sounds like you're a strong influencer in the decision making process.
How did you find out? Maybe they are thinking they are no opps. available. Maybe they want more money.
IDK - I have so many questions...: As a fellow AS, I’d imagine you know once they’ve started looking, it’s an up-hill battle for you to keep them (duh!).
Be thankful you’re not an AD (or higher)... :)
Depending on the relationship you’ve built, you might be able to keep them + keep them happy.
However; I’m assuming since you’re an AS you’ve worked in this biz long enough to know that someone who’s looking is someone who’s out.
Net: Take this as a learning opportunity to find a way to get further upstream on your direct report’s career aspirations. Doesn’t mean you’ll be able to help them get there, but it would help you mitigate departures nonetheless, IMHO.
We’ve talked about it informally so I have an idea of how they’d like to grow, and there’s opportunity for that to happen. But when it comes to finances and performance reviews, formally, that’s AD in charge.. so actually I do wish I had that pull, AS1.
And tbh, when I was a senior AE and lower, doing work that bored me in 4-6 months.. I readily left for more trust, autonomy and money. AE has that trust and autonomy, but it’s not difficult to find a place willing to give more $$$
