Tough time getting past final step: I’ve been trying to make a career shift for 10 months now and continue to get rejected at the last step. Im confident in the value I can provide and do well at presenting it. However, once it’s comes down to me and 1-2 other candidates, I repeatedly have been turned down for the person who has more relevant experience as they’re a safer bet for the employer. I got selected in Infosys and offer was about to get release today but at last minute suddenly today infy HR told I was interviewed 5 months 20 days before in infosys so they cannot proceed now as 6 months cool off period. I am AWS cloud architect with 10yoe. For just 10 days difference they are stopping my offer even when I can join immediately in a week.. Please help in this situation what to do

I had a technical discussion for HCL on 3rd Oct. It's been more than a week. I still haven't received a status on that interview. I have also received a "Resume shortlisted" mail from their careers app after a week.
Does it mean I'm selected? There's no intimation of the status at all. The HR don't reply on mails/calls.
