Two different things.
You don’t have to worry about her losing weight as she’s getting more and more of her nutrition from solid food.
At that point, breastfeeding is more about comfort. If it’s expressed in a bottle or cup, start mixing it with whole milk over the course of a week or two.
Is the breast milk running out? I would suggest as long as possible since it’s the best stuff out there!
If not, gotta try a few formulas to see what they like. Slowly incorporate it into some oatmeal mix, and give them BM and formula mix together to get them adjusted to the taste.
For ours, we started doing one BM meal and then one formula meal. Until she started tolerating it more and more

We transitioned to (cow) milk at about 1 year old. By then milk wasn’t the main source of calories anyway, mostly solids. I wouldn’t worry about weight loss. If they’re hungry they’ll still let you know 😊
Agreed with A1. Just test out whole milk… our baby took to it without any issues at all. Then you just want to limit how much they have (max 16oz a day) so the calories are coming more from nutrient dense foods instead.
Only caveat here is if the baby is already on the super low end of the weight chart. Then talk to a doc. They may want to go toddler formula or fortify milk with it to push calories.
Agree with going to cow milk, breast milk is not very nutritious at this point, it has good antibodies, but not much in calories
