I'm a govt nepo baby, been hopping in & out of federal service for the last 3 years.
Check USA Jobs for titles like Program Support or Executive Assistant, Admin etc. if it says Legal Admin Specialist, there's a good chance it's a call center agent for the VA/VHA or something associated. Depends on your patience & tolerance, there's 2 months of virtual training with occasional tests but you do eventually have to take back to back calls from disgruntled veterans & their representatives who don't understand confidentiality policies.. but there's lots of town halls, meetings & system shutdowns to break up your day, decent leave, easy to take mental health days. That's the entry level job that basically everyone at the VA starts at & full transparency, I was hired non-competitively for that position.
I hated that job so I started applying & interviewing for other jobs completely independent of my connect person. I've landed other interviews following a federal resume format, keeping it concise & concentrating on my impact/accomplishments using keywords (ask ChatGPT), rather than just listing work history.
I try to mostly apply for smaller listings that aren't continually hiring on a rolling basis but some of those can be fruitful.
You'll get 1-2 automated emails about being referred to the hiring manager or whatever (usually within weeks but sometimes months) then someone will reach out to you (this usually always takes months) there might be an interview, tentative offer & background check to follow (my most recent one with NBIS had lots of questions, like past 5 years of addresses & employment with personal & professional references for each one)
For the tentative offer, if you wanna negotiate pay or update your duty location etc, this is the stage to do that because you typically won't be able to once you get the final offer.
Fingerprinting, ID, equipment if necessary & you're off once you accept your final offer.
Lastly, don't be afraid to sneak in some personality points if you're at least 70% sure you can pull it off. After applying to my current position, I received an email with a number to call so I could schedule my interview. The person I had to call has an executive admin title so at the end of the call, I asked her about her role & we talked shop for like 5-10 minutes. That same woman escorted me to & from the interview. I didn't feel like I was doing well during the 4-person panel interview but I kept my head up through it, answered confidently when I could & used my federal experience to make conversation at the end & had everyone laughing. So if you can make a solid personal AND professional impression, do it.
If you can use something to your advantage like military service, Schedule A letter, or professional contacts who can refer you for non-competitive hiring or Direct Hiring Authority, stack those too. In positions that are heavy on writing & editing, I include a writing sample with my supplementary documents. My HR contact says a cover letter is mildly important/influential, dependent on who sees your application but I've done fine without cover letters.

I can answer based on my experience for the State of IL and their process for government jobs. It was a super long process that I've gone through twice. Resumes and some documentation for requirements (like proof of degree) were submitted either through email or an online portal. Then you wait forever. For one position, I heard back about 6 months later. For another, it was legit a year. And by hearing back, it was an invitation to an interview. There was a certain time frame you had to select an interview time. Based on the interview time options, it looked like they were only doing 10 interviews each time. There was only one interview, and they would hire someone off of that interview. For the actual interview, it was a virtual interview where I was on camera, but the panel of 4-6 people was not. They showed the questions they would ask at the very beginning and gave you a minute to read through them before they started. It was a timed interview, and you could spend as little or as much time on a question, but once time was up, they would cut you off and complete the call. There was also a list of things you couldn't talk about, like politics. You mentioned something on the no-no list, and they would shut down the call at that time, and you were done. After the interview, they would make their decision in up to 8 weeks. And each time, it took the full 8 weeks. But they at least responded either way. I never got the job, but I had a friend who did. And it was the same process for her.
