I worked for a company that wasn't as subtle as that. Every time I made a sizeable sale they cut my commision back because it exceeded what the owner thought a salesman should make. At the end of my tenure, my commision was 80% less than what I signed on for. It was as if I was being punished for success. When I left, the company sales tanked.
If you're working for a company that doesn't appreciate the value of its sales team, then move on. Let them know why you're leaving.
This is a dangling carrot. If after two years a company/manager hasn't followed through on a incentive program, in my experience, they will not follow through. I worked in sales in my last job, and similar promises were made over a five year span, before ultimately being dropped to do "not within the budget," which was an expression used when we realized it actually meant the regional manager didn't want to reduce profits for the owner.
